Inhalt:
This course will examine transatlantic relations with particular focus on the relationship between the European Union (EU) and the United States (US). Since the end of the Cold War, the potential for conflict between (Western) Europe and the US has increased. From trade to environment, from international criminal justice to security, there has been substantial disagreement on many policy areas in recent years. Many observers, especially since the end of the last Iraq War, have thus talked about a crisis in transatlantic relations. At the same time economic cooperation and interdependence has continued to rise between the (Western) European and North American economic spaces, and cooperation has intensified in some areas, such as the fight against terrorism. In addition, there is widespread agreement that sustainable cooperation between Europe and the United States is desirable, if not necessary. Moreover, since January 2009 with the new US administration in office the odds seem more favourable for a renewal/strengthening of the transatlantic partnership.

After a brief introduction (Section A), we will look at the history of transatlantic relations and also analyse the role played by the US in the European integration process (Section B). In Section C we will study different theoretical approaches for analysing the transatlantic relationship. Part D will focus on different issue areas of EU-US relations (e.g. security, trade, finance, environment, human rights). The section on issue areas forms the main part of the course and will stretch over six to seven weeks. Finally, we will consider the future of EU-US relations (Section E).

The language of instruction is English (also all assignments are to be submitted in English).

Dinan, Desmond (2005), Ever Closer Union: An Introduction to European Integration, 3rd Edition, Houndmills: Palgrave Macmillan.
(Perhaps the most widely read introductory book on European integration; a classic. Takes foremost a historical approach)

George, Stephen and Bache, Ian (2006), Politics in the European Union, Oxford: Oxford University Press.
(Also a very good introduction)

McCormick, John (2005), Understanding the European Union: A Concise Introduction, 3rd Edition, Houndmills: Palgrave Macmillan.
(This is an accessible basic introduction)

Wallace, H., Wallace, W. and Pollack, M.A. (2005): Policy-Making in the European Union, 5th Edition (Oxford; New York: Oxford University Press)
(Excellent book; each chapter written by an expert in the particular policy area; somewhat more advanced than the above ones).

Those students who have not previously taken a course related to European integration (from either a political science, economic, legal or historical perspective) should read ONE of the above books ("empfohlene Literatur") before the start of the course.
