Inhalt:
According to Freedom House,  123 of the 195 states that were scrutinized by the organization’s experts for the “Freedom in the World”-Report 2017 are so-called “electoral democracies”, granting at least a minimum of freedom in the electoral process to ensure that candidates and parties can compete for the votes of the citizens. Are these electoral democracies “representative democracies”?

They are if “representation” is understood in a purely formal sense, that is as the result of elections: Representatives are, according to this understanding, the persons who have been elected. But calling them “representatives” seems to imply more than simply “being elected”, at least according to more demanding theories of representation. And this is where the difficulties begin:

What does it mean for elected office holders to “represent”? Who is to be represented – one’s voters or the entire electorate? What is to be represented – opinions, interests, wishes or … what? Who can represent whom? Can men for instance adequately represent women?

These are only some of the questions that will be explored in the course of this seminar.
