Inhalt: The main purpose of this course is to examine the European Union's (EU) role in international conflict management. More specifically, we will address three questions: (1) How can we conceptually grasp and theorize the EU's role(s), effectiveness and impact concerning the management of international conflict? (2) What instruments and means does the EU have at its disposal to prevent, manage and resolve violent conflicts and how do they work? (3) How effective is the EU as a conflict manager and what conditions influence its effectiveness? Along these questions, the course is structured in three parts. The first part introduces the basic concepts and theoretical approaches to understand and explain the EU's involvement in conflict management. In the second part, we analyse the different conflict management instruments the EU has at its disposal such as sanctions, preventive diplomacy and mediation, and CSDP military operations and civilian missions. Finally, in the third part of the course we investigate the EU's involvement in managing international conflicts in concrete cases, and discuss the potential conditions that influence the EU's effectiveness and impact as global conflict manager. In a final session, we will reflect on the constraints of EU conflict management decision-making.
