Inhalt: Europe’s relations with China have long been shaped by the assumption that closer transcontinental ties would foster convergence and, thereby, ultimately contribute towards a market economy and broader societal change in China. However, the gradual closing of political spaces in China during Xi Jinping’s presidency, China’s approach in tackling the COVID-19 pandemic and the intensified geostrategic competition since Russia’s invasion in Ukraine have made clear that this strategy has not yielded the expected results. Instead, European policymakers now describe China not only as a cooperation partner but also as a “systemic rival promoting alternative models of governance”, and European Commission President von de r Leyen has called for “de-risking” EU-China relations. The seminar will use foreign policy analysis and international relations theories to analyse continuity and change in China’s foreign policy under President Xi Jinping and China’s economic and political relations with the EU.
