Inhalt: Since the mid-1990s, the European Union has substantially developed its instruments to support democracy, human rights and good governance in third countries. About 25 years after democracy support entered the EU’s relations with countries in the global South, this agenda is now considerably under strain. Authoritarian powers such as China are attempting to legitimize the autocratic model internationally and are competing with European actors for political influence in Africa and elsewhere. The Covid-19 pandemic and Russia’s invasion in Ukraine have further amplified this process. China is not the only actor challenging EU democracy support; but a particularly relevant one. The first part of the seminar analyses how the EU’s democracy support instruments have evolved in recent years and what we know about the effectiveness of EU democracy support. The second part of the seminar discusses recent trends in China’s foreign policy, it analyses whether China directly or indirectly impacts on political regimes elsewhere and what implications for EU democracy support arise.
Zusätzliche Informationen: The seminar will have 10 sessions in total. It will alternate between in-person meetings and virtual sessions. Virtual sessions will be from 10:15-11:45, in-person meetings will be double sessions from 10:15-13:45 (including breaks). On several Fridays (i.e. after a public holiday on Thursday) no session will take place.
