Contents:
Should a decision be made by a central authority or by sub-central governments? Who should be responsible for political decisions on educational issues? And to whom should be assigned the state's defence power? We are often confronted with questions regarding the appropriate competence - in Germany as well as in the EU. The BREXIT, as well as the independence effort in Catalonia, are related to fiscal-federalism topics.
Furthermore, what is a good financial scheme in federal systems? Should sub-central governments be assigned authority to tax? Or to the EU? How could public households keep balanced budgets without coordination and how is that coordination organized? These and other related questions are discussed in this lecture.
